The Department of Justice denies allegations by ex-Solicitor General Frank Chavez that it has drafted a document short of proclaiming martial law. Atty. Benny Nicdao, chief of staff of Justice Secretary Raul Gonzalez, and State Prosecutor Jaime Umpa faced justice reporters today to deny the allegation. The two were the ones who supposedly studied and drafted the document.
